There is no constant wind from a specific direction but by checking WindGuru or WindFinder (both can be installed on your smartphone) or as per web site
http://new.meteo.pl you can predict from which direction you'll get your dream wind.

Depends on the direction of wind you can choose spot in - Hel or Rewa. For S/W it's better check schools on Hel (wake.pl, molosurf.com), for N/W/E it's much better go to Rewa (kitegang.pl)
I'm pretty sure that in all major kite schools you'll find instructors with fluent English so call them and after a short conversation choose the right one for you - it make it easier to book it in advance - no hassle and no worries that you will miss something on translation. You can ask them about anything.
Each school (as far as I know) owns campers so there shouldn't be any problems finding a proper accommodation. If you book your accommodation on the peninsula and will have the wind from N, than you can easily travel by car within 10-15mins to Puck, in case of this situation occurs this will be explained by the instructor in a kitesurfing school you will decide to go with.
By the way. If you want to be near the mainland, do not go further than Kuźnica. Still on Sunday afternoon it takes about 40mins to get to Władysławowo (peak time) and another 1h to Gdynia
but as I can assure you - Pucka Bay and Hel Peninsula is worth it
